Theresa May, Home Secretary and minister for women, said: "These findings are further proof that Labour got it very wrong on alcohol ... our towns and cities have become no-go areas in some places."
The Demos report, entitled 'Through the Looking Glass', sets out recommendations for a youth policy to empower young women.
It found that teenage girls are particularly worried about money and their career prospects in the current economic climate.
A poll of 500 British females aged 16 to 19, found 84 per cent were anxious about being able to secure the job they wanted in the future, with 81 per cent also worried about doing well in exams.
Money fears also featured highly, with more than three quarters saying they were worried about not having enough money, compared with 38 per cent who were anxious about finding a partner and 57 per cent who were worried about getting into university.
Among respondents 16 per cent were "not very happy", while 64 per cent were "quite happy most of the time" and 17 per cent felt "very happy".
Teenage girls from lower socio-economic groups were less happy than those from higher socio-economic groups, with 13 per cent reporting being "very happy" most of the time, against 19 per cent, and 21 per cent reporting being "not very happy" most of the time against 15 per cent.
Almost one in five (18 per cent) said they "often" thought of themselves as a worthless person, with 4 per cent saying they felt worthless all the time.
