Council tenants who sublet face criminal charges to save �5billion

The moves are part of a widespread crackdown on the way social housing is supplied and funded. It is estimated that as many as 50,000 council homes are being occupied illegally. Tenancy fraud costs �5 billion a year and there are 1.8 million families waiting for a council home.

There is currently no criminal sanction against those subletting their council homes.

Tenancy cheats can earn up to �20,000 a year by renting out their council homes.
