The parents separated in 2005 but the father still sees the children regularly.
The court heard that the original tribunal had ruled the woman was "seriously lacking in credibility" who had had children knowing her immigration status was precarious.
In that context, having a second child was "demonstrably irresponsible", it had said.
Supreme Justice Lady Hale said it was right to describe her immigration history as "appalling" but concluded the children could not be blamed for that.
Damian Green, the immigration minister, said: "I am disappointed by the Supreme Court?s decision, as both the appeals tribunal and the Court of Appeal agreed that it was reasonable to expect this woman to return to Tanzania.
?The Supreme Court acknowledged that this individual?s immigration history is ?appalling?. In those circumstances I do not believe people should expect to be able to stay in the UK.
?We are now considering how best to implement this judgment.?
